Rabbitears has a list of the Repack channels by market size for the USA. Starting link is to Buffalo since that is a topic of discussion due to its proximity to Canadian markets.

WBXZ is LP station and does not have any protection or status and does not appear on that list.By FCC rules they should have to move off rf 17.Same as Daystar WDTB on rf 29.

WIVB owners Nexstar are pushing heavily for early adoption of ATSC 3. One of it's selling points is a better compression codec which will allow for multiple HD channels on the same frequency. Nexstar and Sinclair are looking to team up to do some ATSC 3 tests before the end of the year.

Looking at Rabbit Ears page it appears that WKYC Cleveland will move to channel 19 from 17. This should prove to be interesting as OMNI in London (CJMT ?) is also broadcasting on RF 19.

I realize WKYC has substantially reduced ERP to the north, however I have a good signal from WKYC and would hate to lose reception of that station.

Will this end up like a CFPL/WOIO scenario?

OMNI in London is moving to RF20, according to

My guess with WIVB is that they'll continue to use the transmitter in Colden since they own it and move RF32 to that tower with WNLO and Bounce.

I don't think they can just move to WIVB site.They effectively sold WIVB license and coverage contour.They can only replicate WNLO coverage area.If they wanted WIVB coverage area they should have sold WNLO then WIVB would have been guaranteed a new UHF assignment.They have their 46 million.The equipment for rf 32 on Grand island is ready right now to simulcast WIVB.They did simulcast WIVB 15 years ago from WNLO site.

I think you are wrong. I'm pretty sure they can broadcast RF32 from their Colden tower but they would likely have to alter the ERP to whatever the FCC will allow to accomodate the RF32 Frequency. Personally, I would rather them stay on the WNED tower in Grand Island with 1000KW full power and broadcast WIVB from there.
