Videotron will increase fee by about 1% to finance local television

I just got a letter from Videotron saying that starting next month, my cable bill will be increased by about 1% (I think the exact number is 1.3%) to finance local television

it says they are forced by CRTC to do so. How true is-that?

Also in the last couple weeks, there are ads on local tv channels about the same thing, the ads says companies like Videotron keep money for themselves and do not share with local tv stations. Anyone has more info about that?
