Breaking news: 300 million people live in the US. 2.4 million is less than 1% of 300 million.

Grandma and grandpa jones who have had their AOL account forever can't be bothered to switch over to something new.

Some areas of the US have no high speed internet at all. Less than 1% would more than account for that. You can't do much with dial-up these days. I tried it when our Rogers cable was dug up and they took almost a week to replace it. Web pages are so data intensive they take a long time to load. That was not the case 10 years ago. Dial-up can still be used for email (using an offline email client) and a few other things.
