Bell VOWS to END Internet "Throttling".

In an article posted late this evening to The Montreal Gazette - Bell will end the practice by March 1 (assuming 2012) citing a boost in network capacity as well the effective implementation of usage-based billing practices.

In October they did it for TPIA.

Now for Retail see this discussion since its all related.
Bell says it will stop throttling 3rd party internet connection (now everyone)
