Are there any tv's made anymore that have dual picture in picture capability?

The TVs that have PiP capabilities are very limited and their functionality is also often limited to say the internal tuner and one input. You'd need to check the operating manual to see what the TV is capable of - usually a table explains what can be put in the "pictures". In this day of digital STBs and other equipment connected to the TV, PiP is often not much use. See the following similar thread:
